The good news is that Saurik, father of Cydia has just updated Cydia to support iOS 8/iOS 8.1 jailbreak and made it available for manual download through his website.The Pangu team is expected to release an updated version of Pangu8, but if you can’t wait until then, here’s how to install Cydia the manual way.
NOTE: Before proceeding into this guide, we would like to tell you that it will be quite complex, so you can wait for the upcoming version of pangu tool, in case you don’t want to follow these steps. It’s up to you.
STEP 1: Ensure that you’ve already jailbroken your device running on iOS 8/iOS8.1 using pangu tool.
STEP 2: Download the Cydia deb file from this link on your PC/Mac.
STEP 3: You’ll need to to send the file to your iOS device via SFTP. If you’re on Mac, download and install Cyberduck, and if you’re on Windows, download and install WinSCP.
STEP 7: Now, run this command: ‘dpkg -i cydia_1.1.13_iphoneos-arm.deb’ (without quotes, replace cydia_1.1.13_iphoneos-arm.deb with the exact name of the file).
If you get warnings of any dependency missing, download the dependency manually from this link and repeat the process, and try to install Cydia again with the same command as above.

I’ve given a new version of Cydia Installer in the form of a standard jailbreak bootstrap for inclusion in a new version of their jailbreak. I’ve also pushed the .deb of the iOS 8 version of Cydia to apt.saurik.com for manual download, but not yet to my repository. A lot of thanks goes out to limneos, who tested the new build for me, as I was at an airport (and now am frantically typing this message while they figure out how to retract the jetbridge from the plane I’m on that is about to take off).
